End of tenancy cleaning in Dubai
A move-out clean is not a clean you buy for yourself. It is bought for the person who walks the flat after you have gone, with a list, deciding what to take off your deposit. Everything about how you buy it should follow from that.

It is one of three things happening at once
Moving out of a Dubai flat has three strands and they interlock. The property has to be handed back in the state the contract asks for. The Ejari registration has to be cancelled through the Dubai Land Department. And the DEWA account has to be closed, which produces a final bill and, once that is settled, a clearance certificate.
The pieces are linked on purpose: DEWA’s move-out process ties into Ejari cancellation, and the clearance certificate is shared with RERA automatically once your final bill is paid. Disconnection happens within about 24 working hours of the date you pick, and the final bill follows by email and SMS in a similar window.
The practical consequence for the cleaning: book it for a day when the power and water are still on. A deep clean without electricity or a working tap is not a deep clean, and people discover this in the wrong order every summer.
Two different deposits, and only one of them is the landlord’s
DEWA holds a refundable connection deposit — the published figures are AED 2,000 for an apartment and AED 4,000 for a villa — and it is settled against your final bill and refunded automatically, without a separate application.
That is not the deposit the cleaning is about. Your landlord holds a separate security deposit against the condition of the property, and that is the one a handover inspection puts at risk. Cleaning protects the second one. Nothing you do with a mop affects the first.
What the inspection actually looks at
Handover inspections do not reward a place that looks tidy. They go to the specific spots where a year of living shows: inside the oven, behind and under the fridge, the tracks of the sliding doors and windows, the extractor grilles, the skirting, the inside of cupboards, limescale in the bathrooms, and marks on the paint.
Ask your landlord or agent for the handover checklist before you book anyone. If one exists, it tells you exactly what you are buying, and it lets you compare two quotes on scope rather than on price. If none exists, the list above is close to what will be used anyway.
The photograph is worth more than the invoice
When the clean is done and the flat is empty, photograph every room, the appliances inside and out, and any mark that was there when you arrived. Date-stamped pictures of an empty, clean property on the day you hand the keys over settle far more deposit disputes than a receipt from a cleaning company does.
Keep the inventory or condition report from when you moved in, if you were given one. A deduction for something that was already there is the easiest kind to argue against, and the hardest to argue without evidence.
What to insist is in the quote
- Oven interior, including the racks and the door glass
- Fridge and freezer, inside, behind and underneath
- Kitchen cupboards emptied and wiped inside, not only the fronts
- Sliding door and window tracks, which is where the grit collects
- Extractor grilles and any accessible AC vent covers
- Bathroom limescale — taps, screens, tiles, and the shower drain
- Skirting boards, door frames and switch plates
- Balcony floor and railing, if there is one
- Whether sofa shampoo, carpet steam and curtain cleaning are in or out — they are usually out, and usually assumed to be in
Questions people ask
When should I book the clean relative to handing over the keys?
After the last of your things are out and before the handover inspection, on a day the utilities are still connected. A clean done around furniture is not a move-out clean, and one done after disconnection cannot be done properly at all.
Is a move-out clean the same as a deep clean?
No, and paying for the wrong one is a common way to fail an inspection. A deep clean is judged by you and stops when the place feels right. A move-out clean is judged by an inspector against a list, and it goes after the specific things that list contains, whether or not they are what you would have noticed.
Does a professional clean guarantee my deposit back?
No. It removes the commonest reason for a deduction, which is worth a lot, but a deposit also covers damage and unpaid bills, and cleaning touches neither. Settle the DEWA final bill, get the clearance certificate, and photograph the property empty — those three together do more than the clean alone.
The landlord wants to use their own cleaning company. Do I have to?
It depends on what your contract says, and some do specify it. Where it does not, you are entitled to arrange your own, but tell the landlord in advance and in writing what you have booked and what it covers. A surprise on inspection day tends to be resolved in the landlord’s favour.
