How much does a plumber cost in Dubai?
Apartment plumbing in Dubai is mostly other people’s water: the leak that arrives through your ceiling is the commonest call, and the first move is building management rather than a plumber, because access to the flat above is theirs to arrange.
Most residential plumbing call-outs are small, and the price of a small one is dominated by the visit rather than the work. The exception is the emergency: a burst feed or a leak coming through a ceiling is billed on a different scale entirely, and that gap is the single biggest thing to understand before you call.

What moves the price in Dubai
Dubai is the reference market: nearly every published price list in the UAE is a Dubai list, which is why the ranges below are quoted the way they are. Marina, Downtown and JLT sit at the top of them — parking and lift access cost the pro time before the work starts.
Towers are the complication. Building management usually wants an NOC or a work permit for the contractor before anyone is let upstairs, some require it a day ahead, and a few hold a refundable deposit against damage to the lifts. Ask your building what it needs when you agree the job, not when the pro is at the barrier.
Who has to approve the work
DEWA — Dubai Electricity and Water Authority. Anything that touches the incoming supply — the distribution board, a new circuit, meter-side work — has to be done by a DEWA-registered contractor. Replacing a socket, a switch or a light fitting on an existing circuit does not, and that is where most handyman electrical work sits.
Homes and access in Dubai
Most of Dubai rents rather than owns, and most of it lives in towers held by management companies. Tenancies turn over on an annual cycle, so the same snag list — a dripping mixer, a socket that stopped working, a wardrobe to rebuild — arrives in waves every summer.

The leak is coming from the flat above mine. Who pays?
Not you, in principle — the cost falls to whoever owns the failure. In practice you have to get building management involved early and in writing, because access to the flat above is theirs to arrange, and because a verbal agreement about who pays evaporates once the invoice appears. Photograph everything before anyone dries it out.
Is a call-out fee refundable if I do not go ahead?
Usually not. It buys the visit and the diagnosis, and you keep the diagnosis. What is common is for it to be waived or absorbed if you accept the quote, which makes it worth asking about before the pro sets off rather than after.
Can a handyman do plumbing work, or does it need a licensed plumber?
Changing a tap, a flexible hose, a trap or a shower head is maintenance, and a competent handyman does it every day. Anything that alters the pipework, touches the incoming supply, or involves a water heater’s connections belongs to someone qualified for it — and in a building, often to a contractor the management already approves.
Why do quotes for the same leak differ so much?
Because a leak is a symptom and the quotes are for different theories of the cause. One is pricing a washer, another is pricing opening a wall. Ask each of them what they think is wrong and what happens if they are right — the answers separate the two faster than the numbers do.
