What moves the price in Houston
Below the coastal metros and roughly at or a little under the national average. Because there is no price threshold in Texas law, nothing about the way work is quoted here is bent around a dollar figure the way it is in California.
Almost no gatekeeping and almost no parking problem. The constraint is distance — Houston is vast, and a call-out from the wrong side of the metro is an hour each way. Hire close, or expect the drive to be inside your bill.
When the job needs a licensed contractor
TDLR and TSBPE — Texas Department of Licensing and Regulation; Texas State Board of Plumbing Examiners. Texas issues no statewide handyman or general contractor licence, so the restriction is on the kind of work rather than on its price. Electrical work is licensed by TDLR and plumbing by TSBPE, at state level, with no dollar threshold below which they stop applying. General repair, carpentry and assembly need no state licence — though cities operate their own contractor registration.

What is the difference between a deep clean and a move-out clean?
Who is judging it. A deep clean stops when the place feels right to you. A move-out clean goes after the specific things an inspection looks at — inside the oven and refrigerator, window and door tracks, baseboards, blinds, vent covers, marks on the walls — whether or not you would have noticed them.
Should I book it before or after I move out?
After, with the unit empty, and before the final walkthrough. A clean done around furniture is not a move-out clean, and one booked after the walkthrough is too late to be worth anything.
Hourly or a flat price?
A flat price is the provider's bet on how long your place takes, made after cleaning a hundred like it, and it usually wins if your unit is in ordinary condition. Hourly is the honest way to buy it if the place is unusual in either direction — and ask how many cleaners are coming, because per-person-per-hour and per-hour are very different numbers.
